The fire started around 11:30 a.m., Friday, Jan. 31 eastbound in Montgomery, said the New York State Police.
There were no injuries but the highway was closed for a short time while the fire was extinguished, said Trooper Steven Nevel.
Nevel said as of 12:30 p.m., only the one exit ramp lane at Exit 28 is still blocked.
An investigation is underway into the cause of the fire.
